Framework for Managing with Data to Achieve Outcomes in Child Welfare

This five-step framework assists agencies in: engaging staff at all levels and community partners throughout the process; clarifying and focusing on an area or issue of interest; considering key questions within their focus that they want to answer with data; identifying and selecting the appropriate and most useful data to examine the issue and answer their questions; analyzing data to explain what might be driving practice; selecting appropriate strategies/tools; developing an implementation plan that includes data monitoring; and monitoring and assessing implementation of the plan in relation to the expected results.
