This guide was developed to assist State departments take a strategic approach to workforce planning as opposed a reactionary approach to addressing human resource needs in the workplace. This guide not only identifies workforce planning and outlines seven steps, but also identifies succession planning as a distinct process that focuses on having the right leadership in place at every level of the organization.
