This paper shares specific and targeted strategies employed by states for improving supervision and front line practice, quality assurance, as well as for connecting strategic support functions including training systems and human resources efforts. The paper highlights the key link to successful practice model implementation is creating the ability within the workforce to perform the appropriate actions skillfully.
